Feet black and rough on bottoms

Hello,
The skin on my heels is rough and permanently black, making them look dirty.  I do bathe daily, don't walk ourtside barefoot, and I have tried foot creams.  (I'm a 44-year-old white female, if it helps you to know that.)  Is there anything I can do to make my heels feel smoother and look cleaner?

The discoloration is likely due to the dye in your shoes or socks.
The thick skin can be removed by a Podiatrist and maintained using a Prescription 40% Urea cream and filing the area with a Pumice stone. This should help improve the condition.
