Question
Hello, I was involved in a severe car accident in 1975, and have been through many spinal alignments over the years. My latest chiropractor refused to work on me a few years back due to some herniated discs in my lumbar region. My 7th vertebra is also laid over to my left about 1/2 inch or so. My left little finger has been numb for several years, I assumed due to that laid over vertebra. Now with my fingers extended, I am having a hard time bringing them together. I am going to a specialist this Friday for some testing. I am just curious if my spine can be related to the muscle movement in my left hand.

Absolutely!!!  If you have pinching to the nerves to the hand, you will not only have a sensory change, but also a motor change (movement).  I would suggest you find a chiropractor that isn't afraid to work on someone with herniations; when done correctly, it is absolutely safe.
