QUESTION: Is there enough damage to warrant surgery that is being suggested.

Answer
In my opinion, no. You would have to be suffering from: bowel/bladder functional loss, lower leg weakness or footdrop.  Have you tried epidural injections ? How about spinal decompression therapy? I treat this condition with COX decompression technique and refer for epidural injections if needed.
