Loss of strengh and muscle in shoulder and arm

Around a year and a half ago i had a fall of around 14feet onto an edge of a pool in Nigeria. across the shoulder blades hit the edge of the pool and my lower back hit the edge of the step in the pool. The so-called x-ray taken showed nothing(taken by a welder i may add). I still suffer from severe pain in my neck and over the last 3-4 months have started to loose muscle structure and strength in my right arm and shoulder to an extent i simply cant even hold my arm out straight longer than 2 mins at best. I am getting worried about this as i work offshore and fix cranes not good if you cant lift items.

Injuries such as yours trigger protective muscular reflexes.  Your writing indicates that you have such reflexive muscular activity going on in your neck, and apparently it is enough to trap and compress the nerves that control arm muscles.

The answer:  end the reflexive muscular activity.

The direct method:

somatic education, a training process whereby you get control of your own muscle tension

I don't know of practitioners in your area, so a self-help approach is your option.
