Answer
Frank,

Thanks for the question. I hope I can help.

With what you have told me and what your mother has said, it sounds to me like you were born this way.  Often times, skeletal variants are present.  It is actually probably over half of the population has some kind of genetic skeletal variant. But it is OK.

The remedy for you is most likely going to be to strengthen that right shoulder region.  The trapezius and rotator cuff muscles, the rhomboids and cervical muscles are likely weakened.  I would concentrate on strengthening this region and see how things go.  You may still have that shoulder droop, but the area will be able to carry the desired load.

You may also want to have a consult with a chiropractor and see if there is anything structural treatment may help.

This probably isn't a definitive answer for you, but I hope it gets you somewhere.

God Bless, and thank you for your service to my family and the rest of your country!
