Is MTC a Canadian as well as American designation?

I believe that it is. I recieved mine through the University of St. Augustine in Florida, and I know that the International community has a very active part in the MTC programs as well as the AAOMPT. I know a few Canadians also that sport these initials so I will choose that as my final answer.
